Government Prepares to Amend 3 Laws to Recognize Disaster Missing Persons as Deceased

The government is preparing to amend three laws to provide legal recognition to people who go missing in floods, landslides, and other disasters. The proposed changes would allow their families to access government relief, death registration, insurance claims, bank accounts, and property transfers even when their bodies are not recovered. NDRRMA has prepared the draft amendments to the Disaster Risk Reduction and Management Act, Muluki Civil Code, and National Identity Card and Registration Act. The draft will be discussed by the Executive Committee chaired by the Home Minister before being forwarded to the Cabinet and Parliament. The proposed system will verify missing persons through local governments, district authorities, and NDRRMA before granting recognition as deceased.
