Good News for Kathmandu Valley Residents: Citizenship Copies Now Available Without Visiting Home Districts
Residents of the Kathmandu Valley originally from other districts can now obtain duplicate copies of their citizenship certificates from designated district administration offices within the Valley, subject to biometric verification and digital record matching.
Residents of the Kathmandu Valley can now obtain duplicate copies (Pratilipi) of their citizenship certificates without travelling to their home districts, according to a notice issued by the District Administration Office (DAO), Kathmandu. The service has been introduced under directives from the Ministry of Home Affairs and the Nepal Citizenship (Fifth Amendment) Regulations, 2026. To streamline service delivery and manage the number of applicants, responsibility has been divided among three district administration offices based on applicants’ provincial origins. The DAO Kathmandu will serve applicants from Bagmati, Gandaki and Lumbini provinces, while the DAO Lalitpur will handle applicants from Karnali and Sudurpashchim provinces. Similarly, applicants from Koshi and Madhesh provinces can obtain the service from the DAO Bhaktapur. Citizens whose certificates have been lost, damaged or torn, or who need a certificate in the new format, can apply by providing their biometric details. The information must match the digital records maintained in the National Identity Management Information System (NIDMIS) and Citizenship Information Management System (CCIMS). However, applicants may still need to visit the district administration office that originally issued their citizenship certificate if their biometric details do not match the digital records, if corrections to personal information such as name or date of birth are required, or if the application raises suspicion during the initial review.
